DFAS, Contract Services Directorate is seeking sources, capability statements, and cost
estimates to support the Defense Cash Accountability System (DCAS) requirement. Responses
from all qualified and experienced sources including small businesses, 8(a) small businesses,
service-disabled veteran-owned small businesses, HUBZone small businesses, and Womenowned
small businesses are encouraged to respond to the Notice.

Background
The Defense Finance and Accounting Service (DFAS), Contract Services Directorate, is seeking sources, capability statements, and cost estimates to support the Defense Cash Accountability System (DCAS) requirement.

This initiative encourages responses from all qualified and experienced sources, including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and women-owned small businesses.

The goal is to identify capable providers with verifiable experience in the outlined requirements.

Work Details
The contractor will be responsible for various tasks as outlined in the Performance Work Statement (PWS), which include:
1) Contract Program Management;
2) Requirements Management & Analysis;
3) Technical Design Activities;
4) Configuration Management;
5) Source Code Development and Maintenance;
6) Testing Support;
7) Implementation;
8) Technical Production Support;
9) Agile Software Development Meetings.

Additionally, the contractor must ensure compliance with Section 508 of the Rehabilitation Act of 1973 regarding Electronic and Information Technology (EIT), develop a quality control program to prevent defective services, and submit a plan to mitigate any potential Organizational Conflict of Interest (OCI). The contractor must also provide detailed information on EIT products' compliance with applicable standards.

Performance is anticipated to begin on April 1, 2025.
