Description

Marine corps Installations Command resources Directorate Defense Agencies Initiative Professional Support Services.

The Resources Directorate (hereinafter G8 ) within the Marine Corps Installations Command (MCICOM) conducts financial management and directs the financial management of subordinate installations regarding Comptroller functions to include organization, budget formulation, budget execution, managerial accounting, manages internal controls program, resource evaluation and analysis, external audit coordination, and other financial management functions, as necessary. G8 has a requirement for financial management system monitoring and support, to include technical, administrative, and professional services that cover Defense Agencies Initiative (DAI) sustainment, improvement and optimization of the MCICOM fiscal execution business processes. Support services include financial management, consulting, advising, audit support, and systems integration delivering real-time System Integration Support (SIS) that aids leaders at all levels of the command. SIS services also include outlining processes, drafting policies, providing audit, advisory and assistance services, business process improvement, systems integration, and assisting in financial reporting to support responsibilities associated with providing training and instructing personnel on accounting systems and interface utilization; construction of appropriation data; and procedures necessary to ensure accurate and timely financial information for decision making and funds control to meet and achieve audit readiness.

The contract action was not awarded competitively; the following FAR 5.202 exception applies:

FAR 5.202(a)(4) - expressly authorized or required by a statute to be made through another Government agency, including acquisitions from the Small Business Administration (SBA) using the authority of section 8(a) of the Small Business Act.

13 CFR 124.506(b) and the authority at FAR 19.805-1, the SBA may accept a requirement on behalf of a concern owned by an Alaska Native Corporation on a sole source basis, in lieu of a Justification and Approval (J&A).
