The U.S. Army Contracting Command Watervliet Arsenal (ACC-WVA) Contracting Office located at Watervliet Arsenal is conducting a market survey to identify potential capable sources for the manufacture of two each Deep Hole Boring machines per WVA Manufacturing Engineering Work Group Specification # 03-21-3416.

THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned.

INFORMATION NEEDED:

Interested parties, particularly manufacturers of Deep Hole Boring machines (NAICS 333517), are encouraged to provide the following information:

Response to the Deep Hole Boring machine Questionnaire with general information about your firm and its capabilities (Available with the Sources Sought Synopsis).

INTERESTED PARTIES. The Government requests interested parties to submit a response to the questionnaire and company brochure (if available) as well as a capability statement for this equipment that clearly details the ability to perform the aspects of this requirement. All proprietary information should be marked as such.
Responses will be reviewed by U.S. Army Contracting Command Watervliet Arsenal (ACC-WVA), Watervliet Arsenal personnel only and will be held in a confidential manner. Any and all information provided shall include a description of the proposed manufacturing capabilities. Submitted documentation will not be returned.

Background
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Contracting Office at Watervliet Arsenal is conducting a market survey to identify capable sources for the manufacture of two deep hole boring machines in accordance with Watervliet Arsenal Manufacturing Engineering Work Group Specification #03-21-3416. The effort is intended to procure two new UNISIG model B500 pull bore deep hole drilling machines or equivalent, featuring a rotating tool and counter-rotating workpiece along with all necessary ancillary equipment, tooling, and features for deep hole boring operations.

Work Details
Two new UNISIG model B500 pull bore deep hole drilling machines or equivalent with rotating tool and counter-rotating workpiece and all necessary ancillary equipment, tooling, and features required to bore the following components:

- 60 mm Inconel 718 tubes: 37″ long, 3.75″ ±0.125″ OD, through-bore diameter 2.215″ ±0.005″, finish RA 63, straightness 0.008″ (air gage)
- 81 mm 4340 steel alloy tubes: 51.85″ ±0.25″ long, bore size 2.78″, bell OD 6.5″ to straight OD 4.6″, through-bore diameter 3.180″ ±0.005″, finish RA 63, straightness 0.03″–0.05″ (laser)
- 120 mm 4340 steel alloy forgings: ~6 ft length, ~150 mm OD, bored to 119.760 +0.127 mm then skived to 120.45 +0.05 mm, finish RA 63, straightness ≤ 0.126 mm T.I.R., forging straightness ≤ 1.5 mm total

Manufacturers of deep hole boring machines, preferably OEMs or authorized equivalents to UNISIG model B500, are invited to respond.

- Completed Offeror’s Statement of Compliance addressing all specification paragraphs
- Prior customer list of essentially identical equipment deliveries

- Foundation narrative if special foundation is required (per paragraph 6.5)
- MSDS sheets for all cutting fluids and consumables
