Description

ICE awarded a sole source contract for Deception Detection and Elicitation of Responses (DDER) training support
services, consisting of two (2) DDER training packages. Each DDER training package incorporates one (1) five and
one-half day DDER training course. The format for the 5.5 instructional-days program involves up to twenty-four
(24) hours of classroom presentation in the subjects of threat background, behavioral analysis, and rapport-based
interviewing techniques.

Background
The Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, proposes to enter into a Purchase Order on behalf of the Office of Enforcement and Removal Operations on a basis of other than full and open competition. The contract is for Deception Detection and Elicitation of Responses (DDER) training support services, consisting of two DDER training packages. Each package incorporates one five and one-half day DDER training course involving up to twenty-four hours of classroom presentation in the subjects of threat background, behavioral analysis, and rapport-based interviewing techniques.

Work Details
The contract includes the Enforcement & Removal Intelligence Collection Course (ERIC) Deception Detection and Elicitation of Responses Training Program (DDER) Training Course. The DDER method, as developed by Global Traveler, LLC, is the unique method of intelligence questioning adopted by the ICE ERIC training program to certify its officers as Field Intelligence Officers. Global Travel LLC maintains all rights to the curriculum and they are the only vendor capable of performing the required training.
