This is not an extention of the RFI due date. This notice was reactivated to get pertinent information out to the vendor cimmunity regarding DTAM. The government is not accepting any additional responses to the RFI at this time.

Please see the attached Decennial Transformation and Application Modernization Request for Information (RFI) / Sources Sought (SS) and Industry Day Announcement, Draft DTAM Performance Work Statement (PWS) and DTAM Question and Comment Submission Template.

DTAM RFI/SS responses and PWS questions are due December 20, 2023 by 12:00 Noon EST.

The DTAM virtual Industry Day will be held December 12, 2023 from 1:00-3:30pm EST with potential vendor questions to be answered at industy day due 9:00 am EST on December 4, 2023. Please read the announcement carfully as you must register to attend this industy day.

Background
The United States (US) Census Bureau is the primary source of statistics about the U.S. population, housing, and economy. Its major programs include periodic censuses, current surveys, and a wide range of reimbursable work performed on behalf of other agencies. The reliable collection, preparation, tabulation, and dissemination of demographic and economic statistics are vital to the Census Bureau’s mission. The 2030 Census & Decennial Directorate will take advantage of new technologies and data sources while minimizing risks and costs to provide a high-quality population count. This new Decennial Transformation & Application Modernization (DTAM) procurement will provide the Census Bureau with a single award that can provide and manage a range of application modernization services.
The US Census Bureau is anticipating a Period of Performance of up to 8 years.

Work Details
The Draft DTAM Performance Work Statement (PWS) requirements are designed to support Decennial programs transformation to secure cloud applications and expanded use of advanced data science. These requirements will enable the secure design, operations, and management of applications and the deployment of innovative solutions to improve the Census Bureau’s ability to create high-quality data products for its stakeholders and customers.
The Draft DTAM PWS does not speak explicitly to the size and complexity of Decennial programs, but it defines DTAM size as the ability to provide and manage large contractor technical staff for app development, data science, systems engineering, and IT program/project management. Complexity involves providing full lifecycle IT transformation services for a large portfolio of applications including multiple concurrent large-scale applications. Additionally, it involves business process reengineering, cloud native application development using DevSecOps, and use of Artificial Intelligence (AI)/Machine Learning (ML) with advanced data science/management.

Period of Performance
The US Census Bureau is anticipating a Period of Performance of up to 8 years.

The contract will be performed at various locations as per the requirements.
