Background
The Defense Logistics Agency (DLA) is a United States Department of Defense agency responsible for providing worldwide logistics support for military missions during both peace and war.

DLA Distribution Norfolk, Virginia, specifically aims to deliver a full range of distribution services through an efficient and innovative logistics network. This contract seeks to establish grounds maintenance and snow/debris removal services to support the mission requirements at DLA Distribution Norfolk, which is located on Naval Station Norfolk in Hampton Roads, Virginia.

Work Details
The Contractor shall provide all management, tools, supplies, equipment, and labor necessary for Grounds Maintenance and Snow Removal services at DLA Distribution Norfolk. The scope includes:
1. Performing grounds maintenance tasks across 13 buildings and 19 additional compounds;
2. Conducting snow/ice removal services categorized by amounts (up to 5 inches, above 5 inches up to 10 inches, and above 10 inches);
3. Ensuring a safe environment while executing these services;
4. Providing a detailed management plan for snow/ice removal;
5. Submitting technical capability statements that outline how the requirements will be met without reiterating each section verbatim;
6. Detailing equipment specifications and personnel qualifications including necessary licenses for drivers involved in snow removal;
7. Maintaining compliance with quality management plans as per the Performance Work Statement (PWS).
