This RFQ is for Active Shooter / Tactical Emergency Casualty Care training. See combined synopsis/ solicitation and Performance Work Statement for full details.

Background
The Defense Logistics Agency (DLA) San Joaquin Fire Department requires intensive, hands-on tactical medical training to respond to and care for patients in civilian tactical environments.

Work Details
The contractor shall provide NAEMT Tactical Emergency Casualty Care & Instructor Candidate Monitoring, including courses on Tactical Emergency Casualty Care and Law Enforcement First Responder.

The training includes phases of tactical care: Hot Zone/Direct Threat Care, Warm Zone/Indirect Threat Care, and Cold Zone/Evacuation Care. The 24-hour classroom courses cover hemorrhage control, MARCH assessment, airway control, strategies for treating wounded responders, pediatric care, victim evacuation techniques, and a mass-casualty/active shooter simulation. Additionally, an 8-hour NFPA 3000 (ASHER) course is required.
