Description

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract to increase and extend the integration and testing support for the DDG 1000 Zumwalt Class Destroyer Program with Raytheon Company, Integrated Defense Systems, 50 Apple Hill Drive, Tewksbury, MA 01876.

Under the on-going predecessor contract, N00024-10-C-5126, Raytheon IDS is responsible for the production, integration, and testing of the following elements of the DDG 1000 Class Mission Systems Equipment (MSE): External Communications and Data Link equipment; Electro-Optical and Infra-red surveillance equipment; Electronic Surveillance equipment; Undersea Warfare combat systems equipment (ASSE Element); MK 57 Vertical Launching System (VLS) equipment; Ship Control and Navigation systems equipment; Identification Friend or Foe equipment; Dual Band Radar (DBR) and associated support equipment; and the Total Ship Computing Environment (TSCE) computer and networking equipment (TSCEI Segment). Raytheon IDS is also responsible for conducting the multi-element integration testing of all elements of the Mission System for DDG 1000 through 1002 to ensure overall system performance requirements are met. As the Systems Integrator, Raytheon IDS has developed a unique system engineering process and architecture for the DDG 1000 system design. Raytheon has therefore established a unique capability as it relates to the development, maintenance, correction, and update of the TSCE and associated computer program, dual band radar suite and back-end electronics, sonar, common array power and cooling, sensors, and command and control. Due to extended ship schedules, this effort requires a longer period of performance and an increase in level of effort.

This proposed contract award will provide five additional years of ordering period, through 2021, to continue production of the MSE and TSCEI of all three ships currently being supported under N00024-10-C-5126, including DDG 1000 Class and hull specific Mission Systems and TSCEI hardware/equipment (e.g., data center parts, battle spares, repair parts, etc.). Additionally, this contract effort includes up to an additional 2,953,188 hours of highly specialized LOE support to perform integration, activation, and testing services including non-recurring engineering services supporting: installation, integration and activation of Hull, Mechanical, and Electrical (HM&E), Engineering Control System (ECS) and Mission Systems Equipment (MSE); computer program development, correction and maintenance; repairs: design excursions: supportability studies: obsolescence mitigation: threat analysis: testing: training: integrated logistics support: and integration of the second data center to enable shipboard integrated training and Integrated Ship Plan (ISP) validation. This LOE effort has a POP of 5 years.

Raytheon IDS is the only existing source with the in-depth technical expertise, knowledge, resources, specialized design tooling and facilities required to produce, integrate, activate and, test the MSE without adverse impact to the USN shipbuilding and ship deployment requirements. Raytheon Company has been the Systems Integrator leading the design and integration of MSE in the DDG 1000 Class since it was part of the team competitively awarded contract N00024-02-C-2302 for Phase III of the DD(X) program in April 2002. As such, Raytheon IDS has established a unique capability as it relates to integration of the total ship computing environment and associated software. Finally, a Technical Data Package (TDP) suitable for competition is not currently available because the testing, integration, and production of the MSE in a final design configuration for the first two ships of this three-ship class is ongoing. Given that DDG 1002 is the last ship in the DDG 1000 Class, no other source could be established in a timely and cost effective manner.

The contract modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), as Raytheon IDS is the only company that can meet the Navy's requirements for DDG 1000 Zumwalt Class Destroyer combat system. Companies interested in subcontracting opportunities should contact Raytheon IDS directly.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
