DCSA Nationwide Electronic Fingerprint Data Deliverables

Background
The Defense Counterintelligence and Security Agency (DCSA) is issuing this solicitation for the procurement of Nationwide Electronic Fingerprint Data Deliverables to support the Trusted Workforce (TW) 2.0 Rap Back enrollment. This acquisition is being conducted on an unrestricted basis, allowing for full competition among potential bidders.

Work Details
The contract involves the delivery of up to 300,000 Electronic Fingerprint Data Deliverables (.EFT files). The deliverables must be successfully transmitted to and accepted by the DCSA Fingerprint Transaction System (FTS). The requirements include:
- File Formatting Standard: .EFT files (or .SUB fallback) compliant with FBI EBTS.
- Fingerprint Images: Complete set of Type-4 images including 10 rolled impressions, left/right simultaneous four-finger flats, and thumbs.
- Hardware/Software: Must be listed on the official FBI Certified Products List (CPL).
- Network Security: Active integration with DoD SWFT gateway, FIPS-compliant encryption, secure VPN tunnels, and PKI authentication.
- Physical Infrastructure: Pre-existing physical collection footprint within a 50-mile radius of major metropolitan areas.
- Voucher Bypass: Capability to generate/distribute electronic payment bypass codes at no out-of-pocket cost for personnel.

Bidder Requirements
Bidders must comply with various provisions including compliance with safeguarding covered defense telecommunications equipment and requirements related to compensation of former DoD officials. Additionally, bidders must ensure that their hardware/software is listed on the FBI Certified Products List.
