Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract for laundry services, with Tri-State Linens & Events Rental Corporation as the awardee on W912R126PA001 (estimated value $657,000) for 02/01/26–01/31/27. That prior effort required daily pickup and delivery of laundry (Mon–Fri) and included laundering services with an estimated workload of approximately 60 laundry bags per day, which is similar in function and operational cadence to the current wash-and-fold requirement for daily pickup/delivery and comparable bag-based daily volume. The overlap in service type (laundering with pickup/delivery logistics) suggests the current requirement may be a continuation or follow-on of the same type of support.

The District of Columbia National Guard (DCNG) requires wash and fold laundry service. The contractor shall deliver clean (free of any detectable chemical residue oil, grease, petroleum products, etc.) items and pick up soiled items daily. Pickup and delivery services shall be provided at Government-directed locations throughout the National Capital Region (NCR). The current hotel locations are listed in Technical Exhibit 2 of the PWS. Laundry services will include laundering of military equipment, clothing, towels, and bed linen. The contractor will pick up, transport, clean, and deliver as agreed upon with the Contracting Officer's Representative (COR). The contractor shall return the laundry within forty-eight (48) to seventy-two (72) hours of pickup unless otherwise approved in writing by the COR. Locations will be coordinated between the Contractor and the COR per scheduled pickup.

Period of Performance (PoP): The period of performance shall consist of one twelve (12)-month base year, from 1 February 2027 through 31 January 2028, and one twelve (12)-month option year, from 1 February 2028 through 31 January 2029, if exercised by the Contracting Officer. Laundry services shall support an estimated average workload of up to forty (40) 20-pound bags of laundry per day during each period.

Award will be made based on price and other factors. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the
option. The government will then evaluate other factors (examples but not limited to: past performance, contractor's resources to meet PWS deliverables, prime doing a majority of the work, location of laundry facility, work experience, process to ensure timely pick up and drop off of cleaned laundry, process to maintain accountability of laundry, process to compensate for loss) of each offerors quote to verify if a higher cost is justified to provide the best value to the government.

The Government will use the procedures of Revolutionary FAR Overhaul (RFO) FAR 12.201-1(c)(2) to solicit quotations directly from at least three (3) suppliers. This presolicitation notice is posted soley to satisfy the requirement of RFO FAR 12.201-1(c)(2)(i). Vendors interested in being considered for this direct solicitation may respond with a capabilities statement. The Government is under no obligation to include any responders to this notice in the direct solicitation pool.
