This is a request for information (RFI) to identify companies/vendors capable of providing Financial and Program Management Support. Please see attached for details of RFI# HT001126RFI0240.

Background
The Defense Health Agency (DHA) Direct Care Financial Management Division (DCFM) is responsible for managing the financial operations that support high-quality healthcare across the Department of Defense’s global network of Military Treatment Facilities (MTFs) and Defense Health Networks (DHNs).

The DHA requires specialized contractor support to perform functions such as obligation monitoring, contract management, audit readiness, reporting, training, and technology development. This support is essential for ensuring operational objectives, sustaining financial accountability, and delivering transparent financial management across the Military Health System (MHS).

Work Details
The contractor will provide comprehensive financial and program management support services including:
1. Support for assigned audit requests ensuring complete responses with required Key Supporting Documents (KSDs).
2. Assistance in the review, analysis, distribution, tracking, and responses to external audit requests from entities like the Department of Defense Inspector General (DoDIG) and Government Accountability Office (GAO).
3. Development of an Audit Response Center Strategy Plan to manage multiple requests for information during financial statement audits.
4. Support for all non-inherently governmental activities related to internal validation and reporting of remediation efforts including evaluation of Notices of Findings and Recommendations (NFRs).
5. Conducting root cause analysis on audit findings and known weaknesses.
6. Supporting the Risk Management and Internal Controls (RMIC) program by identifying, managing, and monitoring mission-critical risks in operations and establishing effective internal control systems.
7. Performing in-depth reviews of contract line items, obligations, modifications, and invoicing activity as part of contract management support.

Period of Performance
The anticipated period of performance will begin in September 2027 and will not exceed 5 years.

Place of Performance
The contract will be performed at Joint Base San Antonio, TX, and the Defense Health Agency Headquarters (DHHQ), Falls Church, VA.
