DCAA Statistician and Expert Witness   2

Background: This is a combined synopsis/solicitation for commercial products or commercial services. The solicitation is being issued by an unidentified agency, referred to as 'the government'. The purpose of the contract is to procure the services of a DCAA Statistician and Expert Witness. The contractor will be responsible for providing statistical analysis and expert witness services related to contract auditing. The government has set aside this procurement for small businesses only.

Details: The tasks/services to be completed under this contract include:

- Quality Control Plan (QCP): The contractor must develop and maintain a QCP that ensures the quality of services provided. The QCP should include objectives, review processes, non-conformance procedures, record-keeping methods, oversight measures, and updates as needed.

- Contractor Travel: The contractor may be required to travel in support of the purchase order. Travel expenses will be reimbursed based on actuals and in accordance with Federal Travel Regulations (FTR). The contractor must submit a detailed travel plan for approval prior to travel.

- Contractor Personnel Requirements: The contractor must provide skilled, experienced, professional, and/or technical personnel for successful accomplishment of the work. All personnel must be US citizens and cannot have citizenship of any other countries. Contractor personnel must comply with identification badge requirements and clearly identify themselves as contractors when necessary. They may also be required to undergo online training courses.

- Key Personnel: The contractor must provide a Statistical Consultant and a Statistical Expert Witness. Both positions require a PhD in Statistics and at least 15 years of statistical analysis experience. Additional qualifications include publication in peer-reviewed journals, excellent oral and written communication skills, experience teaching at both undergraduate and graduate levels, expertise in statistical analysis and modeling for complex data, knowledge of DCAA's statistical program history, and familiarity with DCAA software models and applications such as EZ-Quant and VSAP.
