Background: The Department of Defense (DoD) Cyber Crime Center (DC3) was unofficially formed in 1998 as an entity under the Department of the Air Force (AF). The initial operational capability brought together the Defense Computer Forensics Laboratory (DCFL) and the Defense Computer Investigations Training Program (DCITP). DC3 is now designated as one of seven Federal Cybersecurity Centers by the National Security Presidential Directive 54/Homeland Security Presidential Directive 23 and a DoD Center of Excellence by DoD Directive (DoDD) 5505.13E. Designated in 2021 as a Field Operating Agency, DC3 is aligned under the Inspector General, Office of the Secretary of the AF.
DC3's mission is to set the standards in D/MM forensics, develop and deliver specialized cyber investigative training, and serve as a focal point for information sharing on CS matters across the DoD. Also, DC3's mission is to deliver superior D/MM lab services, cyber technical training, technical solutions development, and cyber analytics for the following DoD mission areas: CS and CIP, LE/CI, document and media exploitation (DOMEX), CT, and safety inquiries.

Amendment Number 1: The purpose of this amendment is to post the first series of government answers to potential offeror questions. Questions are still due 28 April 2026 at (10:00 AM EST).

Amendment Number 2: The purpose of this amendment is to post the second series of government answers to potential offeror questions via Attachment 8 Questions and Answer Final 01. This amendment also incorporates revised Attachment 1 SOW Amendment 01, Attachment 3 Section L Amendment 01, Attachment 4 Section M Amendment 01, Attachment 5 Past Performance Amendment 01, and Solicitation FA701426R00010001 Amendment 01.

Amendment Number 3: The purpose of this amendment is to revise Attachment 3 Section L (paragraph L.4 Volume II. Gate Submittal: Please send information to (Beulah Rhodes) at: beulah.rhodes.2@us.af.mil for verification and not the BTO office.

Background
