DAU Cyber Training Range-Enterprise Systems

Background
The Washington Headquarters Services, Acquisition Directorate, is issuing this solicitation to award a firm fixed price contract to provide the Defense Acquisition University (DAU) with cyber training range subscriptions and integration services.

The mission of DAU is to train the Department of Defense (DoD) acquisition workforce in cybersecurity, ensuring they are equipped to develop and deliver cyber-resilient DoD computer network capabilities. This contract aims to enhance the training environment for DoD personnel by providing necessary resources and support.

Work Details
The contractor will provide 310 cyber training range subscriptions for students and DAU instructors, along with engineering labor for integrating the contractor's range registration system with the DAU Learning Management System (LMS). The services include:
- Providing a virtual hardware and software environment for conducting essential training.
- Ensuring dedicated Virtual Machines (VMs) for each student.
- Creating a unique URL for each DAU CTR offering.
- Allowing web-based interface for curriculum uploads by instructors.
- Offering a web-based Kali VM for attack training against target VMs.
- Implementing real-time curriculum editing capabilities.
- Providing static IPv4 addresses or dynamically assigned IPs for VMs.
- Configuring internal networks that allow multiple VMs to communicate.
- Enabling Capture the Flag (CTF) capabilities with scoreboards and customizable challenges.
- Ensuring global, low-bandwidth friendly access and high availability SLA exceeding 99%.

Period of Performance
The contract will be performed over a base period from September 30, 2025, to September 29, 2026, with four additional option periods extending through September 29, 2027.

Place of Performance
The contract will be performed at the Defense Acquisition University located at 9820 Belvoir Road, Fort Belvoir, VA 22060-5565.
