NOTICE OF INTENT TO SOLE SOURCE
Date: December 30, 2025

The U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), hereby provides notice of its intent to award a short-term sole-source bridge contract to Sapient Government Services, Inc., 1515 N. Courthouse Rd Fl 4, Arlington, VA 22201. This action is being taken under the authority of 41 U.S.C. 3304(a)(2), as implemented by FAR 8.405-6(a)(1)(i)(C), Limiting Sources, to prevent an imminent break in continuity of mission critical services that directly support HRSA's statutory oversight responsibilities for a variety of technology, data, and digital services to internal HRSA staff and external customers to support their needs for data, maps, dashboards, reports, data query tools, locators, widgets, data analysis, websites, and other information products to support HRSA's broad public health mission including the following:
1. The HRSA Data Warehouse operation & maintenance (O&M), the Enterprise Sites Repository (ESR), which is a repository of HRSA site data that provides a framework for all the HRSA Bureaus/Offices to tightly integrate and share data with each other
2. The HRSA's Enterprise Data Science and Analytic platform (HEDSAP which forms a single source of truth to govern HRSA's data sets and enables secure data sharing and enables the authoritative data engineering platform for scalable data preparation, model inference pipeline and integrate data science and statistical analysis tools for predictive analytics.
3. The Next Gen Uniform Data System (UDS) UDS + yearly reporting system that provides standardized information about health centers that serve vulnerable populations and underserved communities. UDS + system collects data for 30+ million patients every year. The UDS is used to evaluate health center performance, identify trends, and ensure compliance with legislative mandates. Federally Qualified Health Centers (FQHCs) are required to submit UDS reports annually using the FHIR standards.
4. The HHS Telehealth Website, available at https://telehealth.hhs.gov, which is an informational website and national resource for promoting telehealth policies and practices to health care providers and the public, and;
5. The Insure Kids Now (IKN) data system which is available at https://InsureKidsNow.gov, and hosted by CMS but powered by HRSA's IKN's dental locator and data entry application (https://ikndata.insurekidsnow.gov/WebExternal/Login.aspx). IKN data is embedded in the CMS website via an API.

HRSA requires uninterrupted continuation of Data Systems and Website Support (DSAWS) services while the agency completes its ongoing acquisition process for the long-term requirement. DSAWS supports HRSA's mission to ensure that Health Center Program awardees maintain compliance with statutory, programmatic, fiscal, clinical, and governance requirements. A lapse in DSAWS would jeopardize critical oversight activities, delay required site visits, hinder timely identification of compliance risks, and impede the delivery of essential assistance to more than 1,400 health centers nationwide.

Due to the immediacy of the requirement and the highly specialized nature of DSAWS operations, HRSA has determined that Sapient Government Services, Inc. is the only responsible source capable of assuming full performance by January 19, 2026, without operational disruption. The incumbent contractor currently possesses the necessary infrastructure, trained workforce, program familiarity, and operational systems required to support uninterrupted service delivery. No other source could mobilize qualified personnel, stand up necessary systems, or absorb program complexity within the limited transition window available.
The anticipated bridge contract is expected to begin on January 19, 2026 with an eight-month base period through September 18, 2026 and one optional four month period through January 18, 2027. HRSA may also utilize FAR 52.217 8, Option to Extend Services, if needed to prevent a lapse in operations caused by circumstances outside the Government's control. Any extension will be limited to the minimum duration required to ensure continuous performance.

HRSA invites capability statements from vendors that believe they can fully perform the requirement beginning January 19, 2026, without reliance on incumbent resources or transition assistance. Capability statements must demonstrate the ability to provide fully operational DSAWS services on Day One, including staffing, systems, subject matter expertise, operational readiness, and oversight activities at the scale and complexity of the current program. Capability statements must be submitted to nlee@hrsa.gov no later than 12:00 PM EST on January 14, 2026.

This notice does not constitute a solicitation. HRSA will not reimburse costs associated with responding to this notice. Responses will be used solely to assess whether additional responsible sources exist and will not be considered proposals.

5. Management of the Insure Kids Now (IKN) data system that supports dental locator services and data entry applications embedded within CMS's website via an API.

Period of Performance
The anticipated bridge contract is expected to begin on January 19, 2026, with an eight-month base period through September 18, 2026, followed by one optional four-month period through January 18, 2027.

Place of Performance
The contract will be performed at Sapient Government Services' location in Arlington, VA.
