THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and another written solicitation will not be issued.

Solicitation number M0023626QR014 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 12.201-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 and DFARS Publication 20251110.

The Regional Contracting Office, Marine Corps Recruit Depot-Parris Island, SC intends to solicit and award a Firm Fixed Price purchase order for a qualified contractor to conduct a comprehensive on-site assessment for the Marine Corps Recruiting Command (MCRC) to determine the operational status of 870 data drop ports, identify deficiencies, and provide professional recommendations for corrective action.

This is a 100% Small Business Set-aside with the North American Industrial Classification System (NAICS) code of 238210 with a size standard of $19M.

All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026326QR014 attached to this synopsis.

A site visit has been scheduled to be at Marsh Center 3280 Russell Road, Quantico, VA 22134-5103 on 3 June 2026 at 09:00 am Eastern Standard Time (EST). All vendors must attend the site visit to be awarded the contract

Any/all questions regarding this RFQ shall be received by this office no later than 4 June 2026 at 10:00AM Eastern Standard Time (EST)

Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. In accordance with FAR 12.203(a), the government will conduct a comparative evaluation of quotations based on price and other non-price factors. If more than one quotation is received, quotations shall be ranked in order of lowest price to highest price. Evaluations will commence with the lowest priced quotation. Evaluations will continue until at least two competing quotations are found to be acceptable and have acceptable past performance. The Government will conduct a comparative assessment of the two competing quotations that are found to be acceptable and have acceptable past performance. The award will be made to the offeror whose quote is determined to have both a fair & reasonable price and to be the most advantageous to the Government. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. All other additional contract requirements for this acquisition can be found in the attached SF 1449

Background
The Marine Corps Recruiting Command (MCRC), located in the USMC Marsh Building, Quantico, VA, operates approximately 870 data drop ports throughout the facility. A significant number of these data drops have been reported as non-operational. MCRC requires a qualified contractor to conduct a comprehensive on-site assessment to determine the operational status of all data drop ports, identify deficiencies, and provide professional recommendations for corrective action.

Work Details
The Contractor shall provide all labor, tools, equipment, and materials necessary to perform the following services:

1. Conduct a mandatory site visit at Marsh Center 3280 Russell Road, Quantico, VA 22134-5103.
2. Test approximately 870 data drop ports throughout the facility.
3. Verify connectivity and functionality of each port.
4. Confirm proper cable termination where accessible.
5. Identify and document deficiencies including non-functioning ports, cable faults or physical damage, improper or failed terminations, labeling discrepancies, and observable patch panel or network closet issues.
6. Record the operational status of each tested port and identify locations of deficient ports (office name or area).
7. Provide a professional assessment of required corrective actions including an Initial Assessment Report detailing total number of ports tested, operational vs non-operational counts, identified deficiencies with locations, and recommended corrective actions.

Period of Performance
The Period of Performance shall begin upon award and completion of all required testing and submission of deliverables shall be done no later than 15 June 2026.
