Background
The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk is issuing a solicitation for a Firm Fixed Price (FFP), multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

The goal of this contract is to procure data-encrypted autonomous in-situ subsurface profiling systems to support the Naval Oceanographic Office (NAVOCEANO) in their meteorological and oceanographic operations globally. The agency aims to enhance its capabilities in underwater profiling through advanced technology.

Work Details
The contract will include the procurement of air-rigged or air/surface-deployable profiling floats that must meet NAVOCEANO standards. Key specifications include:
- Communication via Short Burst Data (SBD) format over the Iridium Satellite communications system.
- FIPS 140-# encryption for data collection and transmission.
- Capability to operate unattended for at least 120 profiles to a minimum depth of 500 meters.
- Profiling floats must be capable of collecting data according to NAVOCEANO directed sampling intervals or in continuous-profiling mode.
- Each float must be programmed for user-specified operating conditions regarding temperature, salinity, and pressure.
- The contractor must provide software updates and technical documentation with each delivery order.

The ordering period is anticipated to begin on or about September 23, 2026, with a total estimated amount ranging from $10,000.00 to $51,136,250.00.

Place of Performance
The profiling floats will be deployed globally in various oceanic regions including but not limited to the South China Sea, Mediterranean Sea, Red Sea, Sulu Sea, Arctic regions, and low-density inland seas.
