Description

The Department of Education is providing a FINAL SOLICITATION - The purpose of this procurement is to secure technical support for the U.S. Department of Education (Department) through a Blanket Purchase Agreement (BPA) with all work being issued through call orders. The data analytic and evaluation support activities are intended to provide the Department with advanced analytic capabilities, evaluation expertise, access to research and subject matter experts, and other supports. Call orders may range from brief and urgent requests to multi-year strategic development projects. Work may be required to be performed under tight deadlines. The ordering period of this agreement shall be sixty months.
The Department of Education (ED) is seeking data analytic and evaluation support through a Multiple Award Blanket Purchase Agreement (BPA) with the purpose of providing analytic support and research expertise to enable evidence-based decision-making. The BPA will be established for a period of up to five years, with all work being issued through task orders. The BPA will cover various functional areas related to program studies and policy analyses in preschool through postsecondary and adult/career education. The exact scope of work will vary from order to order, with each order containing a Performance Work Statement or Statement of Objectives specifying the task objectives, requirements, deliverables, and schedules. The Department intends to make at least two BPA awards resulting from this RFQ.

The Department has previously awarded BPAs for similar scopes, including ED-PEP-16-A-0003, ED-PEP-16-A-0004, ED-PEP-16-A-0005, and ED-PEP-16-A-0006. Additional information can be found on the Federal Procurement Data System (FPDS). The Department has set a deadline for quote submissions on August 12, 2021, at 12:00 PM ET. The Department will evaluate quotes based on various criteria, including technical response to the BPA Performance Work Statement (PWS) and similar experience. The call order ceiling is $15 million, and individual orders will not exceed $5 million.

Quoters are required to submit a minimum of five volumes for their quote to be considered for an award. These volumes include the White Paper Response, Slides for the Optional Oral Presentation, Price Quote, technical quote for one of the two Call Orders, and business quote for that same Call Order. The Department will not consider incomplete quotes that do not follow the instructions provided.
