TECHNICAL AND ANALYTICAL SUPPORT SERVICES (TASS)

MULTIPLE-AWARD INDEFINITE-DELIVERY INDEFINITE-QUANTITY CONTRACT

PURPOSE:

This is a draft solicitation. This is NOT yet a solicitation for proposals.

The purpose of this draft solicitation is to gain feedback from industry on a DARPA-wide multiple award Indefinite Delivery / Indefinite Quantity (IDIQ) contract with an estimated 5 year ordering period and maximum dollar amount of $850M for Technical and Analytical Support Services under NAICS Code 541990 "All Other Professional, Scientific, and Technical Services".

DARPA is the central high-technology research and development organization for the Department of Defense (DoD). More information can be found about DARPA at: (http://www.darpa.mil/).

RESPONSE CONTENT:

All material provided in response to this draft solicitation shall be UNCLASSIFIED, non-confidential, and non-proprietary to the maximum extent practicable. Firms providing confidential/proprietary information shall separately and clearly identify and mark all confidential/proprietary information. DARPA will take all necessary steps to protect/safeguard any confidential/proprietary information provided. DARPA will NOT be held responsible for any proprietary information not clearly marked.

All responses to this draft solicitation must be submitted electronically (via e-mail) to HR0011-18-R-0001@darpa.mil (Subject Line: TASS Questions on Draft Solicitation -[Offeror Name]). All questions or comments must include the page number, section number, and paragraph number that pertains to the potential Offeror's question(s) or comment(s).

COMMON CUT-OFF TIME/DATE:

Responses to the draft solicitation are requested no later than November 13, 2017 at 4:30 PM Eastern Standard Time. Responses received after this date and time may not be considered.

ONE-ON-ONE MEETINGS:

Potential Offerors who are interested in meeting with the government for a one-on-one meeting regarding this draft solicitation on November 21, 2017 may submit a request via email to HR0011-18-R-0001@darpa.mil (Subject Line: TASS One-on-One Request - [Offeror Name]).

Requests must be received by November 6, 2017 at 5:00 PM Eastern Standard Time, contain no more than 3 attendees, and contain the following information: Company Name; Attending Indviduals Title, First, Middle, and Last name; and Citizenship. Requests not providing required information or received after this date and time may not be considered.

Location of the one-on-one meetings is 675 N. Randolph St Arlington VA 22203. Upon entering the building visitors must pass thru the metal detector and proceed to the DARPA Conference Center where a conference center pass will be provided. Cell phones and other electronics are NOT allowed beyond the lobby, DARPA does have some limited space to lock up phones.

Any materials to be briefed must be printed and brought to the meeting, anticipate at least three government attendees.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.

The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted as a result of this draft solicitation.
