Background
The Defense Advanced Research Projects Agency (DARPA) is a separately organized agency within the Department of Defense under a Director, appointed by the Secretary of Defense. The Agency engages in basic, applied, and advanced research and development projects essential to the Department of Defense (DoD) and conducts prototype projects that embody technology that may be incorporated into joint programs, programs in support of deployed U.S. forces, or selected Military Department programs and, on request, assists the Military Departments in their prototype efforts. The Contracts Management Office (CMO) negotiates, executes, and administers contracts, grants and cooperative agreements, and modifications thereto for materials and services necessary for the conduct of the DARPA programs and projects approved by the Director of DARPA. The CMO, operating under the broad, general direction of the Director of DARPA, is responsible for all acquisition matters including formulation and implementation of contract policies and procedures, negotiation and award functions, and other ancillary functions arising from the contract process. In addition, CMO is the lead DoD office for use of Other Transactions under 10 U.S.C 2371 and provides guidance to the military departments and other Defense Agencies. CMO is comprised of six divisions: Advanced Tactical, Innovation, Prototypes, Sciences, Technology, and Services. Policy, E-Business, and Closeout support is centrally provided under this requirement to all six divisions. Services contracting support is provided to the entire Agency through the CMO Services Division.

Work Details
The scope of this Performance Work Statement (PWS) includes Services Contracting, Policy, E-Business Systems, and Closeout Contracting (SPEC) support services required by the DARPA CMO. The Contractor shall provide support under various requirements such as on-site program management duties regarding DARPA contractor on-boarding and checkout procedures; interface with DARPA support and technical offices to develop acquisition strategy and requirements documents; provide contracting support to ensure compliance with Federal statutes; assist in procurement cost/pricing issues; assist in market research; prepare solicitation/award/modification documents; provide oversight on contractor team’s workload products/deliverables; serve as primary point of contact/liaison for performance-related matters; provide high-level acquisition support to senior officials; advise on procurement operations compliance with Federal statutes; review policy written by external entities; act as lead action officer for CMO by preparing leadership for meetings with outside entities; provide assistance in development/testing/implementation/support/maintenance of DARPA’s contract writing/administration software tools.

Period of Performance
The estimated period of performance consists of a base year plus four 12-month option years with performance commencing in January 2025.
