DAM and LEVEE CLEANING of FEATURES and VIDEO INSPECTION at TIOGA DAM and MANSFIELD LEVEE SYSTEM in PENNSYLVANIA   3

DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB) intends to issue a Request for Proposal for Camera Inspection and Video Cleaning Services for Tioga Dam and Mansfield Levee System located in Tioga County, Pennsylvania on Tioga River within and between the boroughs of Tioga and Mansfield, PA.

The project consists of:

1. Three separate features of work (8-inch Tile Drain, Left Abutment Drain, and Right Abutment Drain) at Tioga Dam are covered within this scope for performing the camera video inspection and any associated cleaning as required.
2. Site access to the manholes located on both left and right abutments of Tioga Dam are on steep slopes with vegetation and may require building temporary access routes.
3. Utility lines for toe-drain, storm drain, and sanitary sewer drain (Drainage Structure No. 1, Drainage Structure No. 2, Pump Station No. 1, Pump Station No. 2, and Pump Station No.3) identified on scope figures will be camera video inspected at Mansfield Levee.
4. Properly remove all sediment, rocks, debris, and vegetation from the features identified in the scope.
5. Some of associated work will require the contractor to hire qualified dive crew for performing the camera inspection and associated work.

The Contract Duration is estimated to be 365 calendar days from Contract Notice to Proceed.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 541990 - All other professional, scientific and technical services.

TYPE OF SET-ASIDE: This acquisition will be a Full & Open competitive procurement.

SELECTION PROCESS: The proposals will be evaluated using a Best Value Tradeoff source selection process.

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 15 August 2024 and approximate closing date on or about 16 September 2024. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted.

PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held following the issuance of the solicitation. The estimated date is on or about 27 August 2024. The exact location and time will be included in the solicitation.

If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
