The purpose of this amendment is to incorporate a PDF version of the Sources Sought. This RFI incorporates an additional question highlighted in blue on the PDF file. The link for the survey includes the incorporated question as well.

771ST Enterprise Sourcing Squadron (771 ESS) at Wright-Patterson AFB is releasing this RFI on behalf of the Department of the Air Force (DAF) Family Advocacy Program (FAP). The purpose of this RFI is to assist the Government in conducting early market research to gain an understanding of industry's capability and interest in supporting a requirement of this nature. A brief description of the performance objective is below:

The Government requires comprehensive, evidence-based Family Advocacy personal and non personal services to support service members and their families covers over 76 installations (59 conus/17OCONUS and 2.6M DAF Families). Core mission areas typically include,

  • Domestic abuse and child abuse prevention and education
  • Behavorial Challenges in youth and children
  • Victim advocacy and crisis intervention.
  • Clinical assessment, counseling, and case management.
  • New parent support and home visitation programs.

** These performance objectives are for example only to allow contractors to have a basic idea of this requirement. A final Performance Work Statement will accompany the solicitation in the future with the total requirements for this service. **

The Government is currently conducting market research to understand how industry providers structure, staff, and execute these complex, high-stakes support services in military or similarly demanding environments.

Background
The 771ST Enterprise Sourcing Squadron (771 ESS) at Wright-Patterson AFB is releasing this Request for Information (RFI) on behalf of the Department of the Air Force (DAF) Family Advocacy Program (FAP).
The purpose of this RFI is to assist the Government in conducting early market research to understand industry capabilities and interest in supporting comprehensive, evidence-based Family Advocacy personal and non-personal services for service members and their families across over 76 installations, including 59 CONUS and 17 OCONUS locations, serving approximately 2.6 million DAF families.

Work Details
The Government requires services that cover core mission areas including:
- Domestic abuse and child abuse prevention and education.
- Behavioral challenges in youth and children.
- Victim advocacy and crisis intervention.
- Clinical assessment, counseling, and case management.
- New parent support and home visitation programs.
These performance objectives are illustrative to provide contractors with a basic understanding of the requirement; a final Performance Work Statement will be issued with complete requirements in the future.
Interested companies are requested to provide white papers detailing their operational approaches, including methodologies for delivering Family Advocacy services, capability to provide services both domestically and internationally, staffing strategies, crisis response capabilities, evidence-based practices utilized, data management approaches, quality control measures, transition plans for taking over existing operations without disruption, and recommendations for structuring performance work statements.
