VA Enterprise Cloud Brokerage Service

Background
The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), through the Technology Acquisition Center (TAC), is seeking industry feedback and capability demonstrations for a Cloud Brokerage Service. The goal is to consolidate, optimize, and govern multi-cloud operations across the VA Enterprise Cloud (VAEC) environment, which currently hosts approximately 757 applications across three FedRAMP High-certified Cloud Service Providers: Amazon Web Services (AWS) and Microsoft Azure.

The Enterprise Cloud Solutions Office (ECSO) manages the VAEC environment and ensures compliance with federal security requirements. This RFI aims to identify partners who can streamline how VA procures, allocates, and charges back cloud service provider credits, addressing challenges in credit procurement and chargeback consistency.

Work Details
The Cloud Brokerage Service will provide comprehensive lifecycle management across multiple FedRAMP High-authorized Cloud Service Providers. Key task areas include:
1. **Cloud Brokerage Platform Operations**: Establishing a unified platform supporting at least two CSPs with capacity for additional onboarding.
2. **Credit Procurement and Financial Management**: Automating procurement processes to reduce cycle time by 40% or more.
3. **Intake-to-Provisioning Automation**: Streamlining workflows to enhance efficiency in resource requests.
4. **Governance and Compliance**: Ensuring consistent governance policies across CSP environments.
5. **Security and Risk Management**: Maintaining continuous Authority to Operate compliance across managed environments.
6. **Operational Handoff and Transition**: Facilitating smooth transitions between operational phases.

Period of Performance
The contract's period of performance will be defined upon award, with specific milestones such as operational readiness of the platform within 6 months for AWS and Azure, and onboarding of additional CSPs within 12 months.

Place of Performance
The primary place of performance is implied to be within the VA's operational framework, likely including locations associated with the VAEC.

Bidder Requirements
Bidders must demonstrate capabilities in managing multi-cloud operations, specifically with FedRAMP High-authorized CSPs. They should have experience in financial management related to cloud services, including chargeback processes, governance compliance, and automation of provisioning workflows.
