Product and Technology Ecosystem and Management Services 2.0 (PTEMS) - New Task Order (VA-24-00009536)   2

Background: The solicitation is for Product and Technology Ecosystem and Management Services (PTEMS) 2.0. The contract is issued by the Department of Veterans Affairs (VA) Technology Acquisition Center. The goal of the contract is to coordinate, manage, and facilitate PI Planning sessions across PTEMS solutions, develop a proposed PTEMS Product Delivery Roadmap, obtain approval of prioritized scope of work, communicate and manage risks and dependencies, deliver PTEMS Product Delivery Roadmap, analyze agile requirements, propose and obtain approval of Scrum and Kanban frameworks, create a Sprint Plan or Kanban board aligning with approved PTEMS Product Delivery Roadmaps, execute design and testing tasks, enable automated build, test, and deployment pipeline of PTEMS solutions, facilitate team review sessions and DTC Platform Lead(s) review sessions, document team's throughput through iterative reports, coordinate and facilitate team demonstrations, participate in retrospectives for baseline and recalibrate team velocity and/or WIP limits performance, provide Configuration Delivery teams to support all services and deliverables identified in the contract.

Details: The tasks to be completed under the contract include:

- Coordinate, manage and facilitate the PI Planning sessions across PTEMS solutions.
- Develop proposed PTEMS Product Delivery Roadmap.
- Obtain approval of prioritized scope of work at the conclusion of PI Planning sessions.
- Communicate and manage risks and dependencies on a weekly basis via the Weekly Activity Report.
- Deliver PTEMS Product Delivery Roadmap.
- Analyze prioritized and groomed agile requirements to develop associated tasks and work items.
- Propose and obtain approval of Scrum and Kanban frameworks.
- Create a Sprint Plan or Kanban board aligning with approved PTEMS Product Delivery Roadmaps.
- Execute design and associated tasks to complete agile requirements.
- Execute test plan and additional testing events.
- Develop, manage, schedule, and deliver automated testing capabilities enabling Continuous Integration and Continuous Deployment (CI/CD).
- Develop, manage, schedule, and deliver a CI/CD pipeline of agile requirements.
- Facilitate and participate in daily team review sessions.
- Facilitate and participate in twice weekly DTC Platform Lead(s) review session.
- Document and manage team's throughput through iterative reports.
- Coordinate, facilitate, execute, and document team demonstrations.
- Participate in iterative team and capability release retrospectives.
- Provide Configuration Delivery teams to support all services and deliverables identified in the contract.
