This RFI is for planning purposes only and shall not be considered a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a task order. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. 2. Describe in detail, your approach to LCNC Intake Process Management and Customer Onboarding, ensuring a seamless and efficient process for conducting a comprehensive analysis of service model delivery. Background
The Department of Veterans Affairs (VA) is seeking information regarding Onboarding, Management, Engineering, Governance, and Assurance Services (OMEGA) as part of its Digital Transformation Center (DTC) initiative. This Request for Information (RFI) aims to gather insights from potential vendors to assist in developing the VA's acquisition strategy for these services. Work Details
The contractor will be responsible for:
1. Creating, maintaining, and updating DTC Standards and Governance.
2. Providing technical and operational support for SaaS, PaaS, and emerging technologies.
3. Delivering governance, operations, and maintenance services including project management, security compliance, platform governance, engineering support, license management, solution sustainment, and end-user support.
4. Supporting AI governance by creating standards for AI use-cases and compliance monitoring.
5. Adhering to established Service Level Agreements (SLAs). Specific tasks include:
- LCNC product onboarding and management
- Customer onboarding processes
- AI risk classification processes
- Incident management solutions
- Infrastructure improvement planning
- Business end-user support with a focus on AI features.
Period of Performance
The contract will consist of one 12-month base period followed by four optional 12-month periods and may include up to 24 optional tasks.
Place of Performance
Tasks will be performed at contractor facilities within the Continental United States (CONUS), including the District of Columbia, Alaska, Hawaii, Puerto Rico, and the US Virgin Islands. Some work may also be conducted virtually with prior approval.
Bidder Requirements
Bidders must provide proof of verification as a Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) in the SBA VetCert database. They must also demonstrate capabilities specific to the services required in the Performance Work Statement (PWS), including available personnel resources and financial stability.
