This is an amendment to the Combined Synopsis/Solicitation Notice to: Extend the solicitation due date to March 20, 2026 at 12:00pm EST. Revise Addendum B See revisions highlighted in red font. Include the Justification for Other Than Full and Open Competition as an attachment. This announcement constitutes the only solicitation. The Offer is being requested and a separate written solicitation will not be issued. This acquisition specifically will procure a software upgrade of the existing National Teleradiology Program (NTP) Picture Archive and Communication System, upgrading IntelePACS version 4.9 to version 5.7 or the most current version available at the time of implementation. The effort includes migration of all NTP specific applications, along with the provision of ongoing system maintenance and technical support for the upgraded platform. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The intended sole source award will be a firm-fixed price contract with Intelerad Medical Systems, Inc. (Intelerad), 800 De Maisonneuve Blvd East, 14th Floor, Montreal, Quebec. See attached Justification for Other Than Full and Open Competition. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, in accordance with FAR Part 5, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Background
The Department of Veterans Affairs (VA) is seeking to upgrade the National Teleradiology Program (NTP) Picture Archive and Communication System (PACS) from IntelePACS version 4.9 to version 5.7 or the latest available version.

The NTP has been providing 24/7 teleradiology services since 2010, supporting over 120 sites and handling approximately 1.4 million exams annually. The current PACS system is outdated and requires an upgrade to ensure continued effective service delivery.

Work Details
The contractor will perform the following tasks:
1. Upgrade the existing IntelePACS system to version 5.7, including migration of all NTP-specific applications.
2. Install and host the upgraded system within the VA Enterprise Cloud (VAEC), ensuring it meets VA baseline configurations.
3. Provide activation, installation, testing, validation, and training for the upgraded software.
4. Design and deploy custom workflow tools for NTP.
5. Obtain and maintain a VA Authority to Operate (ATO).
6. Provide ongoing maintenance and technical support for the upgraded system post-deployment.
7. Specific deliverables include:
- Installation and configuration of VAEC servers, storage, and software.
- Activation, testing, and validation of DICOM interfaces.
- Activation, testing, and validation of HL7 interfaces.
- Importing reports from legacy PACS to upgraded PACS.
- Ensuring system functionality includes critical exam notifications, optimized worklists, image fusion capabilities, and integration with existing VHA components such as voice recognition systems.

Period of Performance
The period of performance is set for 18 months from the date of award with an option for an additional 12-month period.

Place of Performance
Tasks will be performed at contractor facilities via remote access to the VA network.
