The purpose of this Amendment is to notify Offerors of a change to Section E.2 Instructions to Offerors Proposal Submissions, Technical Factor One: Brand Name or Equal iMedConsent Web Solution Product Virtual Demonstration of the solicitation. This Amendment does not extend the due date for proposal submission.

SOLICITATION to a previously posted pre-solicitation: VA is seeking qualified vendors to provide and maintain a brand name or equal iMedConsent Web solution Enterprise Commercial- Off-The-Shelf, COTS, cloud-based signature informed consent solution capable of documenting signature informed consent for treatments and procedures, advance directives, and other VA Forms, for all clinical specialties at all of VHA s 150 medical facilities located in all 50 states, Puerto Rico, Guam, and the Philippines. In addition, the requirement includes project management, operations and maintenance support, and computer-based training for the proposed Informed Consent Web solution. See attached solicitation for instructions on how to respond. The question and answer period closed by March 27, 2025. All interested parties are encouraged to respond in accordance with the requirement outlined in the solicitation on or before 1:00pm EDT, April 10, 2025.
Background
The Department of Veterans Affairs (VA) is seeking qualified vendors to provide and maintain a brand name or equal iMedConsent Web solution, which is an Enterprise Commercial-Off-The-Shelf (COTS), cloud-based signature informed consent solution.

This solution is intended to document signature informed consent for treatments and procedures, advance directives, and other VA Forms across all clinical specialties at the VA's 150 medical facilities located in all 50 states, Puerto Rico, Guam, and the Philippines.

The contract also includes project management, operations and maintenance support, and computer-based training for the proposed Informed Consent Web solution.

Work Details
The contractor shall accomplish the following tasks:
1. Provide a cloud-based signature informed consent software application that meets VA requirements.
2. Deliver project management services including a Contractor Project Management Plan (CPMP), staff roster updates, meeting minutes, and training certificates for mandatory training courses.
3. Ensure software maintenance and support throughout the contract period.
4. Conduct user acceptance testing and provide documentation of testing results.
5. Develop implementation plans and release notes as required by the performance work statement (PWS).
6. Ensure compliance with security and privacy requirements as outlined in the PWS.
7. Deliver quarterly performance reports and resource utilization optimization plans.
8. Provide training modules for both users and administrators in the Talent Management System (TMS).

Period of Performance
The contract will be performed over a period of 12 months from the date of contract award.

Place of Performance
The services will be performed at all VHA medical facilities located in all 50 states, Puerto Rico, Guam, and the Philippines.
