This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No quotes are being requested or accepted at this time with this notice. The Department of Veteran s Affairs, Butler VA Medical Center, Butler, PA 16001, has a requirement for access and training of Construction Management Software and Cloud for the Butler Engineering and Facility Management Services in order to facilitate design, construction, and facility management services.. The North American Industry Classification System (NAICS) code being considered for this procurement is 513210, Software Publishers, and the Product Service Code (PSC) is DA10, IT and Telecom Business Application/Application Development Software As A Service. The Small Business Size Standard is $47 million. Responses to this notice should include the following: Company name SAM UEI Company s address Point of Contact Information (i.e., title, phone number, and email address) Company s capability to meet this requirement and any pertinent information which demonstrates the company s ability to meet the above requirement. GSA Federal Supply Schedule contract number or other applicable contract vehicle contract number, if within scope of this effort (if applicable). Company s type of business (small or large) Socio-economic status If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Business (VOSB) must be verified in www.VetBiz.gov. Responses should provide enough information to determine if the vendor can comply with the limitations on subcontracting as defined in VAAR 852.219-74 and all applicable CFR references where applicable. All responses shall be in writing via email no later than 10:00 am (ET) December 11, 2024 to Emily Hall at emily.hall5@va.gov. Facsimile or telephone responses will not be accepted. There will be no question-and-answer period for this sources sought. Simply responding as an interested party does constitute your company as a source. Offeror must provide the above requested information. After review of the responses to this sources sought notice, a solicitation announcement may be published on the SAM or GSA website in the near future. Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the forthcoming solicitation announcement, in addition to responding to this sources sought notice. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts. Project Management Software for Construction STATEMENT OF WORK Objectives To provide access and training to the Construction Management Software and Cloud to Butler Engineering and Facility Management Services in order to better facilitate design, construction, and facility management services. Scope of Work: Perform turnkey implantation of Construction Project Management Software at the Butler VAMC, including training and software as a service to the Butler Engineering group. This is being proposed as a base plus three contract. Scheduled Tasks and Services: General Work Conditions Upgrades shall be completed in a manner that provides as minimal of a disturbance to the operations of the medical center as possible. The following actions are required of the contractor performing the work: All information and data shall remain under the exclusive control and ownership of Butler VAMC. Vendor shall provide training to VA Butler engineering staff on software package and implementation of file transfer packages. Vendor shall assist in the digitizing and transferring of current forms and documents from existing formats to the new Project Management format. The local servicing vendor shall provide Butler VAMC with a minimum of one weeklong training session and six two-hour long phone troubleshooting sessions per year. The yearly SAAS service fee shall include all lifecycle maintenance costs, unlimited user access, and agreed upon features. VA Butler shall be notified a minimum of ninety days prior to any planned increase in SAAS subscription fee increase. The servicing vendor shall provide all lifecycle upgrades as part of the yearly contract SAAS cost. The service must be FedRamp and FITARRA approved. Butler VAMC shall have all administrative rights to the software package. Contractor shall not access VA owned IT equipment, any contractor equipment that needs to be programed, calibrated, inspected, or otherwise manipulated shall be air-gapped from the VA OIT network prior to being connected to the contractor s system. This shall be verified by the COR prior to any connections taking place. Contractor shall complete VA Privacy Training for Personnel without Access to VA Computer Systems or direct access to or use to VA sensitive information training. Network Security The contractor shall abide by all VA rules and regulations set forth by the information security, information privacy and information technology departments. Contractor owned equipment shall not be connected to VA owned IT equipment.
