Requirement: Labor management software was purchased and implemented for use at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Southern Nevada Healthcare System to comply with the Veterans Health Administration requirements to secure an evidence-based system to support its national process to measure the impact of staff levels on patient care outcomes. The current system automates scheduling and staffing processes, provides decision support for staff assignments based on the objective and variable data, and improves patient care by matching nursing competency to required needs. This labor management software provides data for outcome measurements by pulling data from Veterans Health Information Systems and Technology Architecture (VistA), Decision Support System (DSS)/Managerial Cost Accounting (MCA), and VA Nursing Outcomes Database (VANOD) to create strategic plans based on retrievable and accurate data. This staffing software is also used in Mental Health Service and may be implemented in other services/departments should the need arise. VA seeks a solution that provides the same functionality as the current labor management software. The Contractor shall be responsible for the provision of all software licenses and any associated licensing maintenance. The attached draft PD describes the technical specifications for this effort.
