This notice serves as an update to Sources Sought Notice ID number, 36C10B25Q0062, for Consolidated Corporate Support Services 2.0. Acquisition strategy has been finalized for an SDVOSB set-aside on the following contract vehicle:

Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) Transformation Twenty-One Total Technology (T4NG) Indefinite Delivery Indefinite Quantity (IDIQ).

Since T4NG is VA TAC's internal IDIQ, the solicitation for offers will be issued via the Request for Task Execution Plan (RTEP) process. As such, only T4NG contract holders will have access to this RTEP and only T4NG SDVOSB contract holders will be considered.

Background
The Department of Veterans Affairs (VA) is issuing this Request for Information (RFI) to gather insights for determining an Acquisition Strategy related to the Consolidated Corporate Support Services (CCSS) 2.0. The goal of this contract is to support ongoing operations, maintenance, enhancement, and development of IT Legacy Applications and DevSecOps for the VA. The intent is to issue a solicitation under the General Services Administration Information Technology Multiple Award Schedule, potentially set-aside for Service-Disabled Veteran-Owned Small Businesses.

Work Details
The Contractor shall provide services to support IT Legacy Applications and DevSecOps for Corporate systems. Key tasks include:

1. Program Management: Develop a Contractor Project Management Plan, reporting requirements, conduct technical kickoff meetings, manage onboarding and offboarding processes, and ensure mandatory training.

2. Financial Management System (FMS) and Open Systems Sustainment Support: Provide administrative and technical sustainment support for FMS and Open Systems, including responding to audit requests, tracking security vulnerabilities, and maintaining system integrity.

3. Scoping of Additional Corporate Products: Assess legacy products and develop architecture design enhancements.

4. Agile Release Train (ART) Teams: Facilitate ART processes, manage risks, ensure value delivery, and drive improvements using Lean-Agile methodologies.

5. Information Assurance: Attain and maintain Authority to Operate (ATO), support auditing activities, ensure compliance with laws and standards.

6. Deliverables include OKRs, status reports, product scorecards, A&A artifacts, technical roadmaps, system architecture diagrams, data flow processes, fact sheets.

Period of Performance
The period of performance is twelve (12) months from the date of award with four (4) optional 12-month periods available for extension. The overall performance period shall not exceed 62 months.

Place of Performance
Work will primarily be conducted at Contractor facilities during core business hours of 8 AM to 5 PM local time.
