Background
The Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics, Technology Acquisition Center, is responsible for acquiring necessary technologies to support the VA's mission of providing healthcare services to veterans. This justification outlines the need for a sole source award to Document Storage Systems Incorporated (DSS) for the renewal of maintenance and support for the DSS Supply Chain Graphical User Interface (SCGUI) Overlay software, which is critical for operations across multiple VA facilities.

Work Details
The contract involves the renewal of brand name maintenance and support for currently deployed perpetual software licenses of the SCGUI Overlay used by VA users at 141 VA Medical Centers (VAMCs), Employee Education Services (EES), Consolidated Mail Order Pharmacy (CMOP), and a training instance at the Veterans Affairs Acquisition Academy (VAAA). The contractor will provide operations and maintenance support including:

- Labor, travel, and expenses for continuation training.
- Required system fixes, software enhancements, bug fixes.
- On-site and off-site support as required for the GUI.
- All updates and upgrades during the contract period.

Additionally, there are two Optional Tasks:
1. Renewal of test instance licenses for Above PAR (APAR)/Above Advanced Prosthetics Acquisition Tool (APAT) on a yearly basis;
2. Technical reviews on how proposed/planned VistA changes may impact APAR and APAT usage.

Period of Performance
The proposed Period of Performance includes an 11-month base period followed by two consecutive 12-month option periods if exercised.

The contract will be performed at various locations including 141 VA Medical Centers across the United States.
