REQUEST FOR INFORMATION Summit Data Platform (Summit) Solution Introduction: This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Product information, brochures, part numbers, and/or other description information may be included with the submission. Requirement: The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), has a requirement to evolve its Summit Data Platform (Summit) by: Streamlined customer onboarding & intake Migration & data architecture modernization Governance, security, & compliance Data science & AI enablement Customer experience & support Change management & training Please see attached Statement of Objectives (SOO) for additional information. Provide the following information with your RFI Response: Include the following identification information: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size NAICS code(s) Any Schedules held on General Services Administration (GSA), Government-Wide Acquisition Contracts (GWAC) held on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) V, or any other schedule not mentioned above to assist in determining acquisition strategy if you are included in one or more. Please also include Contract Number, expiration date, etc. For small business concerns, indicate whether at least 50 percent of the total amount paid by the Government will be paid to firms that are similarly situated. Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must indicate whether at least 50% of the cost incurred would be expended for prime employees or employees of other eligible SDVOSB/VOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB/VOSB requirement. If your company is a Small Business, also include the following: The intent and ability to meet set-aside requirements for performance of this effort. Information as to available personnel and financial resources to support a requirement of this magnitude. Information as to proposed team members, the percentage of work each is to perform and which PWS requirements would be subcontracted. Please provide your response to the following: Technical Approach: What s your company s technical approach for delivering a comprehensive data analytics platform solution. Include core architectural components, major subsystems, recommended technologies, and any commercial products or cloud services? How would your company be able to provide scalability, availability, and managing large volumes of structured, unstructured, and semi-structured data? Provide any relevant performance benchmarks or architectural considerations. Describe your cybersecurity approach, including identity management, Zero Trust alignment, FedRAMP compliance, RMF expectations, audit logging, monitoring, and incident response. Describe your technical approach to modernizing and migrating existing CDW data products and workloads to the cloud. What methodologies and tools will you employ to ensure data freshness, governance, and continuity for CDW users? Staffing Approach: Describe your recommended staffing model, including team structure, labor categories, roles, and skills needed to design, deploy, operate, and sustain the solution. Describe your approach to staffing continuity, knowledge transfer, operational readiness, surge support, and minimizing disruptions during onboarding or system transition. Provide examples of relevant federal or large- scale enterprise analytics efforts your team has supported, highlighting lessons learned relevant to staffing and management. Identify any specialized certifications or unique skill sets needed to support AI, automation, or advanced analytics components of your solution. How do you plan to staff this project to ensure timely and effective execution? Please outline your proposed staffing model, including roles, responsibilities, and qualifications of key team members. Artificial Intelligence, Automation, and Optimization: Describe specific opportunities where AI, machine learning, or intelligent automation can accelerate Government workflows, reduce manual labor, improve data accuracy, or deliver early warning indicators for leadership. Describe how your solution leverages automation for tasks such as data ingestion, cleansing, validation, enrichment, anomaly detection, and lifecycle management. Provide examples of how you have successfully implemented AI and automation in similar projects. How do you plan to leverage AI and automation to streamline Summit s customer onboarding and intake processes, reducing intake time from 2-6 months to under 2 weeks? Implementation, Deployment, and Transition: How would a notional implementation timeline, including major phases, milestones, and dependencies for deploying a functional analytics environment look like?. Describe your recommended transition approach for onboarding users, migrating legacy processes, and supporting gradual adoption while maintaining continuity of operations. Describe your strategy for training, user support, change management, and ensuring adoption of advanced analytics tools across diverse user roles. Rough Order of Magnitude and Licensing: Provide a Rough Order of Magnitude (ROM) estimate for the proposed solution, including assumptions, cost drivers, pricing model, and any optional deployment tiers. Identify potential opportunities for cost avoidance or savings through automation, tool consolidation, platform efficiencies, or reduced manual workloads. Additional Considerations: Describe any unique differentiators, innovations, or value- added capabilities your company offers that may accelerate delivery, minimize risk, or enhance mission outcomes. Background
The Department of Veterans Affairs (VA) is seeking to evolve its Summit Data Platform (Summit), which serves as the VA's enterprise cloud-based data and analytics solution. The platform provides self-service analytics, enabling data practitioners across the VA to access data storage, tools, integrations, and governance.
