Background
The solicitation amendment N00189-22-R-Z011-0002 is being issued to reopen the solicitation window to allow for initial proposal submissions. The contract is for SPECTRUM ENGINEERING TECHNICAL SUPPORT SERVICES for the Navy and Marine Corps Spectrum Center (NMSC) to provide essential technical support in the planning, retention, protection, and effective use of electromagnetic spectrum (EMS) resources in support operations to the Department of the Navy (DoN). The NMSC serves as the representative of the DoN in Joint, Allied, National, and International meetings and organizes, coordinates, formulates, and implements policies and procedures to support the DoN's interest in EMS matters worldwide.

Work Details
The contractor shall provide Spectrum Engineering, Microsoft Office SharePoint, and administrative expertise for support of a non-personal nature for indefinite tasks. The major efforts shall be performed within the National Capital Region (Washington, D.C.) area at Government or contractor provided locations, as well as various CONUS and OCONUS locations.

The tasks include reviewing system certification requests, providing ITU BR satellite registration processes, working knowledge of basic ITU satellite engineering formulas, providing electrical engineering and administrative expertise in support of NMSC’s mission, facilitating the installation of commercial broadband installation projects onto Navy/Marine Corps property, Tactical Information Distribution System/Multifunctional Information Distribution Systems (JTIDS/MIDS) Engineering and support between the National Telecommunications and Information Administration.

Period of Performance
The base ordering period is from 12 May 2023 through 11 May 2028 with an option ordering period from 12 May 2028 through 11 November 2028.

Place of Performance
The major efforts shall be performed within the National Capital Region (Washington, D.C.) area at Government or contractor provided locations, as well as various CONUS and OCONUS locations.
