This Combined Synopsis-Solicitation Notice is connected to the previous notification for a Sources Sought Notice/Request for Information (RFI) 36C10B23Q0042 Laboratory System Reengineering Project (LSRP) For this notification, please reference attachment: Request for Proposal 36C10B23R0007. As stated in previous notifications, This acquisition specifically will procure a Commercial off the Shelf (COTS) laboratory management system that is designed, built, and maintained by Cerner . Cerner does not offer this software as a stand-alone suite that can be run on internal government IT architecture, rather, this software is a SaaS product and is hosted by Cerner. The intended sole source award will be a firm-fixed price contract with Cerner Government Services, Inc., 10200 Abilities Way, Kansas City, Missouri. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
Background
This acquisition will procure a Commercial Off the Shelf (COTS) laboratory management system designed, built, and maintained by Cerner Government Services, Inc. as a Software-as-a-Service hosted by Cerner.
The contract is a firm-fixed-price sole-source award to Cerner Government Services, Inc. and supports the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Software Product Management (SPM), Health Services Portfolio in providing the principal medical diagnostic laboratory testing functionality for VA clinical decision making under the Laboratory System Reengineering Project (LSRP).

Work Details
The Contractor shall maintain the Cerner PathNet LSRP implementation for the Huntington Alpha site, including:
- monthly status and on-boarding reports
- remote hosting, maintenance, and sustainment
- full hardware and software disaster recovery support
- 24/7/365 technical support
- cybersecurity implementation and maintenance per VA Authority to Operate requirements
- network and application support
- testing, capacity planning, and operations and maintenance support

Specific tasks include:
1. Project Management: monthly progress and Section 508 compliance reports, technical kickoff meeting within 10 days of award, compliance reviews and audits including support for VA OIG and Privacy Act requirements.
2. Site maintenance and software support: quarterly software review and update reports.
3. Remote hosting: hosting service and related deliverables.
4. Disaster recovery support.
5. System security: A&A artifact packages, FIPS security certificates.
6. Application support requirements: quarterly test plans, weekly status updates.
7. Continuous Integration/Continuous Delivery (CI/CD) upgrades: test plans, execution summaries, findings, and updated training materials.

The Contractor shall deliver all manuals and publications at no cost and meet defined Service Level Objectives for incident and maintenance response across severity levels: Immediate, High, Basic, Minor, Advanced, Complex, and Scoped Requests.

Period of Performance
Base period: January 1, 2023 – December 31, 2023 with two 12-month option periods: January 1, 2024 – December 31, 2024 and January 1, 2025 – December 31, 2025.

Place of Performance
Tasks under this PWS shall be performed at Contractor facilities as identified in the offeror’s proposal submission.

Bidder Requirements
Offeror must be the Cerner licensor or hold necessary license and ownership rights to deliver the COTS laboratory management system, maintenance, and support.
If acting as a reseller, the Offeror must remain fully responsible for performance.

Offeror must comply with FedRAMP for cloud services, HIPAA, Privacy Act, FISMA, NIST, FIPS, and VA security directives and handbooks.
Offeror must complete a Privacy Impact Assessment (PIA) and obtain a VA Authority to Operate (ATO) for non-VA hosting.
Offeror must adhere to VA Trusted Internet Connections (TIC) architecture and support annual assessments, vulnerability scanning, patch management, and Plan of Action and Milestones (POA&M) processes.
