Background
The Department of Veterans Affairs (VA), Office of Information & Technology (OIT) aims to enhance the experience for Veterans by providing high-quality, effective, and efficient IT services.

The Independent Enterprise Testing and Support Services (IETSS) contract is designed to support the Electronic Health Record Modernization Integration Office (EHRM-IO) in deploying a new electronic health record system. This contract will facilitate the testing and evaluation activities necessary for seamless healthcare delivery to Veterans.

Work Details
The contractor shall provide support in the areas of test and evaluation of software, infrastructure, environments, and operations of the Independent Verification and Validation (IV&V) Test Center.

Key tasks include:
1. Test planning, execution, and documentation for software under test (SUT).
2. Exploratory testing to assess software stability using random data inputs.
3. Mobile application testing across various platforms for functionality and usability.
4. Section 508 compliance testing to ensure accessibility standards are met.
5. Continuous quality improvement processes including root cause analysis for incidents affecting service delivery.
6. Knowledge management services to capture and share operational knowledge across teams.

Period of Performance
The contract will have a base period of performance lasting 12 months from the date of award, with four additional option periods each lasting 12 months, plus one optional task that may extend up to an additional 180 days.

Place of Performance
Tasks will primarily be performed at contractor facilities within the Continental United States, including Alaska, Hawaii, and U.S. Territories.
