DESCRIPTION Request for Information 36C10B25Q0513 National Radiation Oncology Program (11SPEC22) Health Information and Gateway Exchange (HINGE) Oracle Cerner Interface August 7, 2025 **The Government s intent is to solicit this requirement on a sole source basis to Hunter Strategy, LLC in accordance with Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. However, if your company can provide the required services identified in the DRAFT Performance Work Statement please provide a response in accordance with this Request for Information.** Introduction: This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. The Veterans Health Administration (VHA) National Radiation Oncology Program (NROP) has developed a software platform and database, Health Information and Gateway Exchange (HINGE), designed to support high-quality, disease site specific data collection in radiation oncology. In collaboration with the American Society for Radiation Oncology (ASTRO), VHA established Clinical Quality Measures (CQMs) for care gap identification and quality surveillance. HINGE addresses long-standing challenges associated with manual data abstraction by enabling automated, template-driven collection of clinical, dosimetry, and treatment data. As VA transitions to the Cerner Millennium Electronic Health Record (EHR), a need has emerged to develop a FHIR-based integration between Cerner and HINGE to ensure seamless, automated data flow. The NROP medical physics team developed and maintains the HINGE software but lacks the technical resources and cloud-specific expertise required to fully implement and operate the system on the VA GovCloud platform. This contract supports the development, testing, deployment, and operational integration of the HINGE-Cerner FHIR R4 interface, as well as supporting the Authority to Operate (ATO) and Authority to Connect (ATC) processes. Background
The Department of Veterans Affairs (VA) is seeking to develop a FHIR-based integration between the Health Information and Gateway Exchange (HINGE) software platform and the Oracle Cerner Electronic Health Record (EHR) system.

This initiative is part of the National Radiation Oncology Program (NROP) aimed at enhancing data collection in radiation oncology, improving clinical quality measures, and ensuring seamless data flow as the VA transitions to the Cerner Millennium EHR.

The contract is intended to support the development, testing, deployment, and operational integration of this interface, addressing technical gaps in expertise within the NROP medical physics team.

Work Details
The contractor will be responsible for:
1. Building, testing, developing, and deploying FHIR R4 interfaces for automated data abstraction from Oracle Health Cerner EHR into HINGE templates.
2. Supporting Authority to Operate (ATO) and Authority to Connect (ATC) processes during the transition of HINGE to the VA GovCloud environment.
3. Modifying the existing HINGE system for integration with Oracle Health Cerner EHR using FHIR R4 standards.
4. Conducting iterative/agile software development processes including sprint demos and adherence to VA's Veteran-focused Integration Process Guide (OVIP).
5. Providing project management oversight including risk management framework expertise and coordination with VA Radiation Oncology clinics.
6. Delivering comprehensive documentation including OVIP Technical Documentation, System Interface Acceptance Forms, and monthly progress reports detailing project milestones and issues encountered.

Period of Performance
The contract will have a base period of performance lasting twelve months from the date of award.
