Background
The Department of Veterans Affairs (VA) is issuing a new contract for Health Services DevSecOps, aimed at enhancing and sustaining health-related applications through Agile methodologies. The goal of this contract is to provide comprehensive support for the development, management, and delivery of health services applications, ensuring they meet the needs of end users while adhering to VA standards and practices.

Work Details
The contractor will be responsible for a variety of tasks including:

1. **Requirements Solution Proposal (RSP)**: Analyze level of effort, coordinate meetings with requestors to clarify requirements, and produce an RSP identifying scope, objectives, deadlines, risks, labor mix, and deliverables.

2. **Schedule Management**: Create and maintain Solution Roadmaps and Release Train Schedules using VA-approved tools; provide weekly updates; manage patches to avoid collisions; document risks within 2 days.

3. **Risk Management**: Conduct risk management activities using JIRA; maintain a product risk register; facilitate risk meetings; provide weekly risk status reports; notify stakeholders of new risks within 24 hours.

4. **Configuration Management**: Establish a Product Configuration Management Plan (PCMP); identify configuration items; manage software source code in VA-approved tools; ensure proper versioning and documentation.

5. **User Experience Management**: Conduct user feedback surveys to gather insights for product improvements; maintain product backlog continuously; facilitate sprint planning and execution activities.

6. **Sustainment License Data and ATO Maintenance**: Track licenses for products; maintain applications' ATO status per VA guidance; support security reviews and audits.

7. **Training Support Services (Optional)**: Provide virtual instructor-led training sessions on applications as needed.

8. **Scrum Team Support (Optional)**: Provide scrum teams with varying sizes to enhance development capabilities across multiple projects.
