Enterprise Resource Planning (ERP), System Integrator (SI)

Background
The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Infrastructure Operations (IO) Enterprise Service Management (ESM) seeks to acquire a cloud-based Enterprise Resource Planning (ERP) solution. This solution will be delivered via a multi-instance Platform-as-a-Service (PaaS) and Software-as-a-Service (SaaS) subscription model. The goal is to enhance IT service delivery, strengthen operational efficiency, and advance digital transformation across the enterprise. The required ERP solution must provide enterprise-wide integration and functionality consistent with leading ERP systems in the marketplace.

Work Details
The Contractor shall serve as the enterprise System Integrator responsible for:

1. Performing enterprise service integration, managing all necessary licensing, conducting operations and sustainment activities, executing modernization initiatives, and maintaining accountability for all assigned tasks and outcomes.

2. Providing a unified product/platform to support an enterprise-wide ERP SaaS/PaaS solution that includes licensing and support without requiring additional platforms or tools for implementation.

Optional tasks include: Enterprise Asset Management, Enterprise HRSD, Artificial Intelligence capabilities, Data Lake Solution, Greenfield Solution, Vendor Risk Management, Field Service Management, and Transition Out services.

Period of Performance
The contract will have a 12-month base period with four 12-month option periods, totaling a maximum of 60 months.

Bidder Requirements
Bidders must comply with VA's Technical Reference Model and Critical Security Controls. They must ensure that all software systems are PIV card-enabled according to federal identity management policies. Additionally, bidders should demonstrate capabilities in project management, resource allocation, risk management, financial oversight, application portfolio management, agile methodologies, innovation management, integration management capabilities, and reporting/dashboarding functionalities.
