This amendment is issued to advise all interested parties that the requirement previously described under RFI 36C10B25Q0450 will be consolidated with RFI 36C10B25Q0451 into a single effort entitled, "CMOP Systems Enhancement, Maintenance, and Integration Support." VA intends to solicit the consolidated effort under the Transformation Twenty-One Total Technology Next Generation (T4NG) Indefinite Delivery Indefinite Quantity (IDIQ) contract as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. This effort is planned as a Fiscal Year 2026 action with the solicitation anticipated for release through ATOMS on September 12, 2025.

Background
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Consolidated Mail Outpatient Pharmacy (CMOP) aims to provide high-quality, effective, and efficient Information Technology (IT) services to support the care of Veterans.

The CMOP operates a network of seven automated production facilities that fulfill approximately 135 million prescriptions annually for Veterans and other eligible patients. The contract seeks to maintain and support the software and hardware integration systems at both national and local CMOP levels, ensuring seamless operation across diverse equipment types used in prescription processing.

Work Details
The Contractor shall provide comprehensive software maintenance, support, troubleshooting, issue resolution, and development of bug fixes for a network of seven automated pharmaceutical-dispensing facilities. Key tasks include:
1. **Project Management**: Develop a Contractor Project Management Plan (CPMP) detailing approach, timeline, tools, and coordination for data collection reporting requests.

2. **Maintenance and Integration Support**: Ensure safe operation of CMOP production system software, databases, data interfaces, and programmable logic controllers during all operational hours. Provide emergency troubleshooting with a 10-minute remote response time and 45-minute on-site recall time.

3. **Testing and Deployment**: Conduct testing in a contractor-hosted environment simulating production conditions. Provide detailed Test Plans for approval prior to testing.

4. **Reporting Requirements**: Submit weekly progress reports covering completed work, planned activities, problems encountered, and resolutions.

5. **Specific Deliverables**: Include source code documentation, SQL scripts for database changes, deployment plans, release notes detailing changes in functionality.

Period of Performance
The contract will have an initial period of performance of one 8-month base period with two optional 12-month periods.

Place of Performance
On-site tasks will be performed at various VA CMOP facilities located in Charleston SC, Chelmsford MA, Hines IL, Dallas TX, Leavenworth KS (two locations), Murfreesboro TN (two locations), and Tucson AZ.
