Description

This pre-solicitation notice/synopsis is being issued to fulfil the requirements of FAR 6.302-1(d)(2) and FAR 5.201. The proposed procurement is a sole source action for iterations of software development and support access to VA health benefits and care, including, but not limited to, technical work on the VA 21P-601 form, VA 21-0537form, VA 21-4170 form, VA 21-4171 form, VA 21P-0516-1 form, and VA 21P-0518-1 form and related health benefits applications. This contract may also include upstream and downstream integration support for both applications. The proposed contractor is Agile Six Applications Inc., 12830 Vineyard Crest Pl Lakeside, CA 92040. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 3304(a)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB).
Background
The Department of Veterans Affairs (VA), Office of Information & Technology (OIT) is seeking to enhance its Information Technology (IT) services to improve the efficiency and effectiveness of benefits and care provided to Veterans. This contract, titled Benefits Intake Optimization - Contract #4, is a sole source action awarded to Agile Six Applications Inc. The initiative aims to digitize various forms related to VA health benefits and care, thereby expediting claims processing and improving service delivery to Veterans.

Work Details
The contractor will provide project management and agile software development services focused on digitizing forms such as VA 21P-601, VA 21-0537, VA 21-4170, VA 21-4171, VA 21P-0516-1, and VA 21P-0518-1. Key tasks include:

1. Developing a user-friendly interface for Veterans to submit claims that adheres to VA.gov standards.
2. Implementing automated workflows for processing claims submissions.
3. Conducting two-week agile delivery iterations supported by a multi-disciplinary team.
4. Ensuring compliance with security and accessibility requirements.
5. Providing optional sustainment services post-deployment of the forms.
6. Deliverables include Minimal Viable Products (MVPs) for each form, enhanced versions of these forms, and ongoing support documentation such as bug logs and security audit reports.

Period of Performance
The contract has a base period of performance of 12 months from the time of award with six optional tasks that may be executed thereafter.

Place of Performance
Tasks will primarily be performed at the contractor's facilities located at 12830 Vineyard Crest Pl, Lakeside, CA 92040.
