Background
The Department of Veterans Affairs (VA) is seeking to procure Automated Appraisal Management Services (AMS) to enhance the appraisal review process, thereby improving oversight functions. This initiative aligns with the VA's modernization objectives as outlined at the Technology Knowledge Center – VA Home Loans. The goal is to provide a seamless and user-friendly solution for the appraisal process, ensuring improved standardization, risk management, timeliness, and performance in valuation functions.

Work Details
The contractor will support the VA by accommodating an estimated 750,000 appraisals annually, primarily for Single Family Residential properties. The services include:

1. **Appraisal Management Services (AMS)**: Managing appraisal orders from VA-approved lenders via an API, processing data submissions, and assigning appraisals to approved appraisers.

2. **Desktop Appraisal Process**: Utilizing data from various sources to develop desktop valuation products.

3. **Risk-Based Scoring**: Implementing automated scoring for enhanced analysis of appraisals based on risk profiles.

4. **Other Related Services (ORS)**: Providing additional information regarding properties through various data sources including desktop appraisals and Automated Valuation Models (AVM).

5. **Training and Support**: Offering training sessions for VA staff on AMS/ORS functionalities and providing user guides and tutorials.

6. **Quality Control Measures**: Developing a Quality Control Plan to ensure compliance with performance metrics and timely delivery of services.

Period of Performance
The contract will be performed over a multi-year period with specific timelines for deliverables outlined in the Performance Work Statement.

Place of Performance
The services will be provided within the United States, including all 50 states, territories, possessions, District of Columbia, Commonwealth of Puerto Rico, U.S. Virgin Islands, Guam, and Commonwealth of the Northern Mariana Islands.
