Physical Access Control and Related Security Systems (PACS) Remidiation and Enhancement   4

Background
The Department of Veterans Affairs is seeking to enhance and remediate Physical Access Control Systems (PACS) and Electronic Security Systems (ESS) at its Financial Services Centers in Austin and Waco, TX. This initiative aligns with Homeland Security Presidential Directive 12 (HSPD-12), which mandates secure identification systems for federal employees and contractors.

Work Details
The contract involves a comprehensive site assessment of the current PACS/ESS systems at VA facilities in Austin and Waco, TX. Tasks include reviewing system documentation, assessing installed components, and validating operational configurations.

The contractor will develop remediation options to ensure compliance with VA specifications and HSPD-12 directives. Phase Two involves implementing selected remediation plans, including system upgrades, installation of new equipment, and ensuring system functionality meets VA standards. Additional tasks include training, preventive maintenance, software updates, and corrective maintenance.

Period of Performance
The total period of performance is not to exceed 1215 calendar days. Phase One includes a site assessment within 30 calendar days after kickoff. Phase Two compliance work is expected to be completed within 90 calendar days if Option 1 is exercised.

Place of Performance
Work will be performed at the Austin FSC located at 7600 Metropolis Drive, Building 5, Austin, TX 78744 and the Waco FSC located at 4800 Memorial Drive, Building 92, Waco, TX 76711.
