This justification supports a follow-on requirement for licensing necessary to maintain the ePermits cloud platform, ensuring continuity of services critical to USFWS's operations.

Work Details
The contract will procure ServiceNow and UXstorm licenses essential for operating and maintaining the ePermits platform, which is utilized by USFWS for permitting services across four programs: International Affairs, Ecological Services, Migratory Birds, and Office of Law Enforcement.

The licenses will cover all instances, users, processors, and both front-end and back-end user interfaces. The UXStorm PDF Application plugin will facilitate automated permit issuance and cloning capabilities, enhancing user experience. The justification emphasizes that transitioning to another platform would lead to significant resource expenditure, implementation risks, and service disruptions due to the extensive customizations developed over years that align with federal operational needs.
