Solicitation for Appraisal Management Services (AMS)/Other Related Services (ORS) Re-Competition   2

INTRODUCTION This is a Combined Synopsis/Solicitation in accordance with Federal Acquisition Regulation (FAR) 12.6, Draft Request for Proposal (DRFP), with Proposals due on 01/18/2019, 12:00 PM Eastern Standard Time. Offerors are encouraged to ask questions, for which questions are due on or before 12:00 EST December 21, 2018. Questions shall be submitted via email to both the Contracting Officer Roxana Cepeda at Roxana.Cepeda@va.gov and the Contract Specialist Kelly Dempsey at Kelly.Dempsey2@va.gov. INFORMATION The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Loan Guaranty Service (LGY) requires a service provider for VA Automated Appraisal Management Services (AMS) to further enhance the appraisal review process, thereby improving the oversight functions of C&V. A Commercial-Off-the-Shelf (COTS) product with proven past performance in the appraisal industry is required which must be capable of integration with WebLGY. The Contractor shall provide all resources necessary to accomplish the requirements described in this PWS, except as otherwise specified. Specifically, the Contractor shall provide and manage AMS and Other Related Services (ORS) for VA. The services shall encompass the functional areas listed below. The Contractor shall continuously update and enhance information made available to VA and the performance of their system, which shall provide VA with updates of the Contractor s technology changes to ensure continued communication with VA s systems. LGY has a current Firm-Fixed Price (FFP) contract that maintains and manages the AMS system. The contract is with CoreLogic, LLC. and expires on May 5, 2019. This re-compete will cover all 50 States, territories and possessions, the District of Columbia, the Commonwealth of Puerto Rico and the Commonwealth of the Northern Mariana Islands. The service provider must be able to provide all services with the same service level within all geographic locations. CONTRACT TYPE The contract type will be a FFP contract, covering a five-year period of performance, inclusive of options. NAICS CODE The North American Industry Classification System (NAICS) code for this requirement is 518210, Data Processing, Hosting, and Related Services, which has a size standard of $32.5 million. This is anticipated to be a full and open competition solicited through the Government Point of Entry website, www.fbo.gov, using the procedures in both FAR Parts 12 and 15.
