This synopsis is for the Serious Educational Games Solution (SEGS) for the Department of Veterans Affairs (VA) Employee Education System (EES) SimLEARN Center. This is a competitive acquisition for a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) with an ordering period of five (5) years. The Government intends to make up to four awards on this IDIQ but reserves the right to make additional awards if doing so is deemed to be in the best interest of the Government. Individual orders/Task Orders will be placed on a Firm-Fixed price (FFP) basis. This Request for Proposal (RFP) will be set aside for Service Disabled Veteran-Owned Small Business (SDVOSB) Offerors. In accordance with VAAR 852.219-10 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB and 13 CFR 125.6, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION). Other eligible SDVOSB concerns must similarly meet Federal small business size standards for the NAICS code and must be listed in the Vendor Information Pages as verified. Additionally the Government reserves the right to conduct the evaluation in the most efficient manner. Specifically, for a SDVOSB set aside, the Government shall first evaluate whether the Offeror satisfies the requirement of VAAR 852.219-10 (JUL 2016) (DEVIATION) and 13 CFR 125.6. Thereafter, the Government reserves the right to evaluate only the Task Execution Plans (TEPs) of the Offerors that do satisfy the respective requirement(s). Be advised that consideration for task order award is limited to SDVOSBs that are registered and verified in Vendor Information Pages (VIP) database (http://www.VetBiz.gov) at time of submission of offer and at time of contract award. The proposed acquisition is for a multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) for the Veterans Health Administration (VHA) EES Innovations Division which seeks to award the Serious Educational Game Solutions (SEGS) to bridge training gaps that have been identified and vetted through the EES Client Service Office, SimPortal, Simulation Steering Committee or a customer. The Department of Veterans Affairs (VA) has conducted a gap analysis that has identified a requirement for Gaming training products that will bridge educational gaps identified throughout VHA by the various Medical Specialties and/or VA Support Offices. The VHA Simulation Learning Education and Research Network (SimLEARN) Educational Gaming section has been identified as the best modality to satisfy many of these training requirements. The educational game modality will help develop successful VHA Healthcare Providers, Practitioners, and Support Personnel to train and hone those skills directly supporting and improving Veteran Healthcare and outcomes. Gaming also provides the VHA community with a means of training anyplace and anytime. The Gaming Office, part of the VHA EES Innovation Organization, was established in April 2014. From inception, the Gaming Office has acquired Gaming products through individual short term acquisitions. The acquisition of these initial Gaming training products have proven to support the immediate training requirement need but does not provide flexibility for new emerging requirements. Previous and current Gaming contracts have provided VHA with technology and expertise from a single vendor perspective but do not provide the flexibility to leverage new technology provided by others vendors. The Contractor Requirements for Gaming solutions consist of the full lifecycle delivery of educational games and gaming platforms. They include but are not limited to: Gaming Strategy Framework: The contract requirements will include consulting support on educational gaming strategy, architecture, design, and delivery. Game Based Learning Management System (GBLMS): Contract requirements will include the design, development, testing, and delivery of a GBLMS. GBLMS capabilities will include but not be limited to Game Play data e.g. number of game play attempts, game play successful completion by learning objectives, etc. GBLMS will also include an analytic framework that will include but not limited to Return of Investment (ROI) data e.g. number of game play participants analyses against attendees of face to face training on similar training area including the representation of patient access and cost data with the use of a Gaming modality training platform. Game Production: Contract requirements will consist of front end analysis, design, development, integration, storyboards, test, management, documentation, delivery, implementation and sustainment of gaming capabilities. Gaming work efforts will follow the Gaming Strategy Framework established. Contractors will build games following the GBLMS specifications. Specific applicable requirement of the IDIQ Performance Work Statement include but are not limited to; Gaming Framework Studies and Analyses Gaming Information and Training Documentation Gaming Sustainment Gaming Services Virtual World Environment Game Based Learning Management System Software Requirements and Architecture Development and Review Software Design, Development and Implementation Storyboarding Gaming Software Testing Hardware Engineering/Hardware Specification Hardware and Software Integration Security System Learning Objectives. Role Play Gameing Elements Cloud Computing Web Application Design and Development Mobile Application Design and Development License Maintenance Informatics Services Sustainment Site Surveys Task Orders for gaming requirements will be competed in accordance with the procedures detailed in Federal Acquisition Regulation Section 16.505. Specific requirements and delivery schedules shall be detailed in individual Task Orders. The RFP will require responses that include Contractors to provide written Technical Price and Past Performance Volumes. This RFP will also require contractors to provide a demonstration of a self-developed educational game which shall demonstrate the Offerors command of the below qualities in game development; Environmental/Ambient noise Producing Games with Minimal Bugs Producing Games with Transitional Animations and Tweening Incorporating dynamic and baked lighting Producing games with 1:1 scaling Providing high resolution anatomically correct character models Providing quality character animations Providing consistent design. The NAICS Code for this procurement is 541512. The solicitation number assigned to this effort is VA118-17-R-1744.
