Background
The Bureau of Indian Affairs (BIA) is issuing this solicitation for Senior IT Consultant Support to enhance the Electric Utility Management System (EUMS) for the San Carlos Irrigation Project (SCIP). The goal of this contract is to provide IT support services that will facilitate upgrades and improvements to the EUMS billing system software, ensuring it meets the needs of SCIP's electric utility customers through enhanced online resources.

Work Details
The contractor will be responsible for a variety of tasks including:

A. Serving as the EUMS System Administrator;
B. Administering the EUMS server over a Wide Area Network and Cloud-Based environment;
C. Acting as the Personnel Identity Information System Administrator;
D. Managing Supervisory Control and Data Acquisition systems;
E. Administering Cisco phone switch systems;
F. Overseeing SCIP wireless technologies;
G. Serving as the BIA/SCIP agency Network Administrator;
H. Providing backup support to the electrical utility billing administrator as needed;
I. Acting as the Primary Interactive Voice Response (IVR) Administrator, which includes supporting XML/CSV formats, maintaining IVR scripts, and managing user access administration;
J. Serving as the Primary EUMS LockBox Application Programming Interface (API) Administrator.

Period of Performance
The contract will be performed over a period that begins upon award and continues for a specified duration, with delivery expected within 10 days after award.

Place of Performance
The work will be performed at various locations including BIA SCIP Power Division in Coolidge, AZ.
