Background
This document serves as a Limited Sources Justification for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division II Branch II, on behalf of the Department of Health and Human Services (HHS), National Institutes of Health (NIH), Office of Data Science Strategy (ODSS).
The purpose is to provide scientific and technical support for the ODSS and its Chief Artificial Intelligence Officer's mission to enhance capabilities in biomedical research and development through NIH-wide data science and AI activities.

Work Details
The Task Order aims to provide scientific and technical support essential for ODSS operations, including:
1. Maintaining compliance with the Antideficiency Act and executing complex NIH disbursement processes, which involve specialized training and negotiation with grants management staff.
2. Supporting mandated activities under Executive Orders 14212 and 14179, including managing the Other Transaction Agreement for the Generalist Repository Ecosystem Initiative (GREI) and administering NIH's AI Use Case Inventory with over 200 cases.
3. Conducting landscape analysis, stakeholder mapping, and program development to advance open data initiatives such as STRIDES and GREI.
4. Managing complex multi-stakeholder programs like the Data Management Center of Excellence contract award, which educates researchers on FAIR principles.
5. Serving as a point of contact for AI and data science training across NIH, managing the NIH Coursera Learning Program, providing technical expertise in Python, SQL, Azure Automation, and facilitating workshops on data-sharing protocols.

Period of Performance
The Task Order will be executed until a new competitive contract vehicle can be awarded, anticipated no later than quarter 2 of fiscal year 2027.

Place of Performance
The services will be performed at various locations associated with NIH operations.
