Amendment 0001 is being issued to extend the solicitation due date to May 12, 2025 and questions are due by May 8, 2025.
1) This Synopsis/Solicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS), has a requirement for Oil and Gas Database Access with associated applications and software in accordance with the attached solicitation.
2) The synopsis/solicitation number is 140G0225R0010 and is being issued as a Request for Proposal (RFP).
3) The award for this requirement shall be made using the policies in the Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial items, and in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR 15, as appropriate for this acquisition. The award shall be made to the vendor whose quote, conforming to this RFP, is determined to be the most advantageous to the government.
4) This solicitation is issued as Full and Open Competition. The associated NAICS Code is 519290, with a size standard of 1,000 Employees.
5) A copy of this solicitation may be accessed by clicking "Attachments/Links".
6) All requirements for preparation, submission, and receipt of quotes are contained in this solicitation and shall be adhered to.

Background
The U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for Oil and Gas Database Access, which includes associated applications and software. This initiative is part of the Energy Resources Program (ERP) that is mandated to provide detailed assessments of undiscovered oil and gas resources worldwide.

Historically, USGS has contracted with S&P Global for access to comprehensive data libraries on oil and gas well history and production, which are essential for conducting these assessments.

Work Details
The contractor shall provide access to oil and gas well data that meets or exceeds the following Brand Name Salient Characteristics:
- United States Oil and Gas Well History must include electronic data for over 4,900,000 US oil and gas wells dating back to 1859, with detailed information on location, geological data, identification, tests associated with each well, and production status.
- The electronic data must provide latitude and longitude of wells, various dates related to well activity, geological formations, API numbers, operator details, casing information, production status, and more.
- Access to tools such as Enerdeq, Accumap, and EDIN for searching and retrieving data is required. Additionally, complementary software packages like Petra, Kingdom, and Que$tor will be utilized for advanced data operations.

Period of Performance
The contract will be performed from May 30, 2025 to May 29, 2030 with options for additional years.

Place of Performance
The contract will be performed at the USGS Central Energy Team located in Denver Federal Center, Denver CO.
