Request for quote: Planetary Updates for QGIS
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.
The solicitation number is issued as a request for quotation (RFQ) 140G0326Q0054.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated 10/01/2025.
NAICS: 541690: Other Scientific and Technical Consulting Services, $16.5 Million.
Place of Performance: Vendor's facility.
Period of Performance are estimates only: Award to 09/30/2026.
Any award resulting from this RFQ will be based on tradeoff method. Each offeror must submit sufficient documentation for the USGS to evaluate in order to determine technical acceptability of their offer.

Background
The Astrogeology Science Center (ASC), under contract with NASA, supports the planetary science community by preparing and hosting planetary datasets. To improve planetary data visualization and analysis capabilities, ASC requires enhancements to the open-source desktop GIS application QGIS, which is heavily used for planetary mapping and mission planning. QGIS supports the OSGeo's GDAL and PROJ libraries, offering strong compatibility with planetary data and projections.

Work Details
The contractor shall deliver code improvements to QGIS that enhance its planetary support, eliminate projection-related bugs, and enable broader usability of planetary map services. Specific tasks include:

1. Eliminate EPSG:4326-related warnings when planetary datasets are loaded into QGIS.
2. Modify QGIS to correctly set base projection based on the first loaded planetary dataset.
3. Resolve geodesic measurement tool bug for planetary radius calculations.
4. Correct scale bar generation to reflect appropriate planetary radius.
5. Enable proper handling of planetary projection codes (+proj=IAU_2015) for WMS/WFS layers.

An optional requirement includes implementing support for geocentric X,Y,Z map projection (+proj=cart) in the 2D QGIS viewer. All deliverables must be committed to the QGIS GitHub repository under accepted contribution standards, compatible with current QGIS builds across supported platforms, developed in C/C++ or Python as required by the QGIS framework, documented, and accompanied by passing unit tests.
