Brand Name Only Proquis Enterprise license upgrade, software support and maintenance for 35 concurrent users and 5 modules. The period of performance is 12 months from award. No set aside. More than one awardee is capable of providing the supplies or services required, but fair opportunity is limited by restriction to a brand name. The Department of Veterans Affairs, VISN 23 facilities currently utilizes the Proquis application. The proprietary software is manufactured by Ideagen and shall include right-to-use licenses, technical support, software and database maintenance, application updates, minor version upgrades, security patches and all supporting documentation. Proquis Enterprise is mission critical software requiring annual licensing and support. Proquis offers a fully ISO (International Organization for Standardization) certified quality management system application with electronic document management, version controls, inventory and batch record controls, and corrective action/preventive action (CAPA) modules. Only Proquis offers a comprehensive all-in-one system to meet all the needs of the Government. Competing for new software would not result in savings, and the purchase of Proquis brand name software and software maintenance support is more advantageous to the Government. VA technical personnel conducted market research in September 2017 and January through February 2018, which consisted of a review of similar software, including Zillable and Zoho brands. As a result of the market research, the technical experts confirmed that brand name Proquis products are the only products available that are compatible and interoperable with existing VA software. The software has been utilized over the past three to four years in support of laboratory operations across VISN 23. This application has interfaces into business processes and Vista utilities. Significantly higher costs due to the programming new interfaces and data elements would be incurred by the Government if the current vendor and software were not utilized. Therefore, only Proquis and its authorized resellers are capable of supporting the existing infrastructure.
